window 10 update Error 0x80070002

I added SATA flash disk as D drive, and moved Downloads/ to D:

Use setting->windows update, always get Error 0x80070002 for these updates:
2020-11 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4586793) - Error 0x80070002
2021-09 Update for Windows 10 Version 1809 for x64-based Systems (KB4023057) - Error 0x80070002

Tried to use microsoft site: Windows 10 November 2021 Update, Windows10Upgrade9252.exe, after installation and reboot, it will undo update and go back to these 2 errors.

The next option would be Windows 10 installation media.
I am ok to do fresh install if it has less issue. Please help.

re-installed on SATA, and solved the problem. Also removed old window and moved the key to new window. Thanks.
Can this machine be upgraded to Win11? Do you recommend it?

This model does not support window11 upgrade.
